Since September 1, 2014, rainwater tanks and water-saving measures are mandatory for new dwellings and commercial buildings in Queensland.

For new single detached dwellings on blocks over 250m², Queensland Development Code (QDC) 4.2 applies, while QDC 4.3 applies to new commercial buildings (class 5 to 9), excluding units. Units are defined as attached dwellings separated by fire-resisting walls.

Requirements for new houses include collecting water from at least 50% of the roof area or 100m² (whichever is lesser), plumbing for toilets, washing machines, and one outdoor tap, and minimum tank capacities based on site size or rural zoning.

For class 5-9 buildings, water collection, plumbing, and minimum tank capacities are specified based on pedestal requirements.

Approval for rainwater tanks is issued as part of overall plumbing approval. It’s crucial to check the location of Council infrastructure on the allotment, as it may affect tank placement.

Overflow from tanks must be discharged without causing nuisance or erosion, typically via a bubbler or into a Council-approved stormwater system.

Marking and signage requirements include labeling water supply systems with “RAINWATER” at intervals not exceeding 500mm, using green indicators for rainwater outlets, and following AS 1345 and AS 3500 guidelines for tank signage.

Cressbrook Dam Safety Improvement project

Toowoomba Council are undertaking a crucial project to enhance Cressbrook Dam’s safety, a vital water source serving over 180,000 Toowoomba Region residents.

The initiative will widen the dam spillway, boosting flood resilience and safeguarding downstream landholders. It’s in response to Queensland’s flood capacity guidelines, costing around $270 million. In December 2023, Seymour Whyte Constructions and SMEC Australia were awarded the project’s design and construction tender.

Construction is set to begin in early 2024, aiming for completion by October 2025.
