Reducing Stormwater in Sewer
The $5 million Reducing Stormwater in the Sewer project aims to address issues with stormwater and sewage networks, particularly in Mullumbimby, where inflow and infiltration problems have persisted since the 1960s. Inflow refers to stormwater entering the sewer system directly, often from improperly installed drainage systems, while infiltration involves groundwater seeping into the system through defects in pipes or joints.
These issues lead to property damage, environmental harm, and increased costs. The project aims to reduce these problems by identifying and rectifying defects, improving plumbing systems, and enhancing stormwater drainage.
Benefits include improved efficiency, reduced property damage, lower maintenance costs, and protection of local waterways and biodiversity. Additionally, the project contributes to water conservation efforts for Mullumbimby’s future sustainability.
Northern Rivers Regions
Northern Rivers Resilience Initiative
The $11.4 million Northern Rivers Resilience Initiative aims to understand and mitigate unprecedented flood events in the Northern Rivers region of NSW in February-March 2022. Led by the National Emergency Management Agency (NEMA) and supported by CSIRO, the project involves community engagement, rapid assessment of proposals, and long-term flood mitigation strategies.
Phase one prioritized flood projects based on community input, resulting in $150 million allocated for 36 projects across seven flood-affected local government areas (LGAs). Phase two focuses on detailed hydrodynamic modeling using LiDAR and river bathymetry data to predict future flood scenarios and evaluate mitigation strategies.
Despite delays due to adverse weather, the project remains committed to delivering high-quality flood modeling for the Richmond River catchment. Community engagement is integral, with regular updates provided to stakeholders. The initiative aims to reduce flood impact and associated damages, ensuring resilience to future flood events in the Northern Rivers region.
Dunoon, Lismore & Local areas
The proposed Dunoon Dam
The proposed Dunoon Dam in the Northern Rivers region remains a contentious issue, with plans to include it in Stage 3 of Rous’s Future Water Project. While six out of eight Rous councillors support the dam, there is significant community opposition, highlighted by overwhelming negative feedback in consultation processes.
Key concerns include the dam’s escalating cost and doubts about its effectiveness in providing water security amid climate change-induced rainfall variability. Cultural and environmental impacts are also significant, with Indigenous groups opposing the dam due to potential destruction of culturally significant sites and ecosystems.
Despite opposition and environmental concerns, the project is still being pursued, though not included in the final Far North Coast Regional Water Strategy. Proponents argue for its necessity in accommodating growth, but opponents stress the need for sustainable water strategies over large-scale infrastructure projects.

In New South Wales (NSW), rainwater tanks are not compulsory for all properties. However, if you’re involved in a new development, you may need to submit a BASIX Certificate, which includes guidelines for rainwater tank installation.
For alterations or additions to existing properties that do not involve a swimming pool or spa, rainwater tank installation is typically not required.
What are the rules for Water Tanks in NSW?
The rules for water tanks in NSW are as follows:
- For properties outside Zone RU1, RU2, RU3, RU4, RU6, R5, E2, E3, or E4:
- Tank capacity is limited to 25,000 L for educational establishments and 10,000 L for others.
- Tanks taller than 1.8 meters must be at least 450 mm from each lot boundary.
- For properties within Zone RU1, RU2, RU3, RU4, RU6, R5, E2, E3, or E4:
- Tanks must be positioned at least 10 meters from each lot boundary.
- Tanks should be located behind the building line on road frontages.
- Tanks must not rest on existing building footings or require excessive cut or fill.
- Rain head screens and first-flush devices with resetting valves must be installed.
- Measures to prevent mosquito breeding must be implemented.
- Tank overflows must connect to stormwater drainage without causing nuisance.
- Tanks installed on heritage items must be placed in the rear yard.
- Pump enclosures must minimize noise.
- Tanks should not be interconnected with reticulated water supply without local authority approval. Always verify with local regulations.
